The Justices of High Court
The Justices at the
High Court in Kuching are :
1) The Right
Honourable Justice Tan Sri Datuk Amar Steve Shim Lip Kiong, the Chief Judge
of High Court of Sabah and Sarawak. His Lordship also sits at the Federal
Court of Malaysia as one of the Federal Court Judges. See Chief Judge's profile.
2) HIGH COURT I
- The Honourable Justice Datuk Clement Skinner. Born 22nd December 1947. Called to the Bar of England and Wales in 1971, His Lordship served
as a Deputy Public Prosecutor and as Magistrate in Kota Kinabalu, Sabah before entering private
practice and was Senior Partner in a firm of Advocates before being
appointed a Judicial Commissioner on 19th August 1998. His Lordship has served on the Bench at
the High Court in Malaya at Ipoh for 2 years before being
transferred to the High Court in Sabah and Sarawak at Sibu on 1st
July 2000 where he served as resident Judge until his transfer to Kuching
on 1st March 2003.
His Lordship
is married to Datin Elizabeth Skinner and they have two daughters.
3) HIGH COURT II - The Honourable
Judicial Commissioner Puan Lau Bee Lan.
Born on 25th August 1955 her Ladyship hails from the
historical city of Malacca and is of Baba Nyonya origin. Her Ladyship began her career as a
Magistrate in 1979 in Kuala Lumpur and continued to serve in
that capacity and as a Senior Magistrate in Kuantan, Pahang until her
appointment as Sessions Court Judge in 1987 in Muar, Johore. In 1989 she was appointed the Legal
Adviser, Ministry of Housing and Local Government, Kuala Lumpur. In 1992 she was the Senior federal
Counsel in the Research Unit, Attorney-Generals Chambers, Kuala Lumpur and later given the task of
heading this Unit in 1994 and again as the Deputy Head of Advisory and
International Division II, in 1998.
In 2002 she was appointed Industrial Court Chairman, Malaysia until her Ladyships
appointment as a Judicial Commissioner on 1.5.2003.
Her Ladyship was
awarded Excellent Service Award in the years 1994, 1998 and 1999 and in the
year 2001 Her Ladyship was conferred Bintang Cemerlang Melaka (B.C.M.) by
T.Y.T. Yang di-Pertua Negeri Melaka.
Her Ladyship is
married to Mr. George Tee Ai Cheh and they are blessed with 3 children.
